Three years progress analysis of China medical reform
The five goal of medical reform plan contains: First, expand grassroots medical insurance coverage; Second, Establish country basic drug list system; Third, Improve basic medical infrastructure, such as common medical equipment upgrade, high frequency x-ray machine application and Digital Radiography; Fourth, Provide more fair basic medical services; Fifth, Carry out pilot reform of public hospital.
Medical reform is the system that promote consumption and expand domestic demand.
Doing the comprehensive medical reform is for correcting three main disadvantages of China medical system: (1)The medical quality difference between rural and urban;(2) The ready of aging population and chronic diseases increased are not enough; (3)The profit stimulation make hospitals and doctors’s values twisted. From the wide angle to view, medical reform can be considered as a pushing consumption and expanding domestic demand mechanism.
There are 45% found spending on expanding public medical insurance system in 8500 billion budget,especially the rural population who is not covered before; About 25% is using to upgrade and bulid medical institutions, especially country hospital and rural clinic. From several sides to see medical reform plan, it has achieved the progress in accordance with government goal in the field of user.
The public medical insurance coverage rate expand to 93%. It is worth to poin out that China's new rural cooperative medical care system coveraged 9 billion population in 2010, but a year ago, it was 8.33 billion. Five years ago, it was 1.79 billion. The larger gap of medical service between the rural and urban areas is decreased gradually. Government providing subsidies with new rural medical insurance plan to policy-holder is higher 79% than 2008. One research of China disease control and prevention centers found that rural patients are more satisfied with medical service than urban and rural residents. But with medical service and infrastructure supply increasment, the expectations of rural residents will enhance.
Medical reform development in providers field is less obvious and establishing the system of basic drugs list is to decrease the depending which hospital is for sales income of prescription drugs. But due to hospitals lacking fund, this plan implementation process is not obvious.
